Government postpones implementation for OTR Order 2024
The Indian government has postponed the implementation date of the Omnibus Technical Regulation (OTR), specifically the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, which covers a wide range of machinery, including textile machinery.
Initially scheduled for August 2025, the regulation was later postponed to September 1, 2026. In November 2025, the government issued the Second Amendment Order, 2025, which removed the fixed date of September 1, 2026. The regulation will now take effect ‘from such date as may be notified by the Central government in the official gazette,’ effectively leaving the enforcement timeline open-ended.
The postponement is seen as a major relief for the textile and manufacturing industries, especially in Man-Made Fiber (MMF) hubs like Surat. This decision is viewed by many industry leaders as a positive step, alongside the recent rollback of Quality Control Orders (QCOs) on certain polymer and fiber intermediates, to boost the competitiveness of the Indian textile sector.
