The National Council of Textile Organizations (NCTO) has supported Biden administration's recent announcement to address the growing issue of de minimis shipments. While the executive actions outlined in the White House fact sheet are a positive step, the organization maintains that more comprehensive reforms are necessary to protect American industries and consumers.

NCTO President and CEO Kim Glas highlighted the administration's decision to limit de minimis treatment for products subject to US trade remedies, including Section 301 tariffs. This move is seen as a crucial first step in mitigating the damage caused by the de minimis loophole.

However, Glas emphasized the need for a more permanent solution. She called on Congress and the administration to work together to close the loophole entirely, citing the severe impact it has on the US textile industry and its ability to compete with cheap, illegal imports.

The NCTO also praised the administration's directive to develop a plan for immediate textile and apparel procurement. This move is expected to provide a boost to the US textile industry and help it meet the growing demand for domestically produced goods.
