Biden imposes import quota on fine denier polyester fiber

President Joe Biden has implemented a Section 201 safeguard measure on fine denier polyester staple fiber (PSF) imports following a US International Trade Commission finding of serious harm to domestic producers. From November 23, imports of fine denier polyester staple fiber will be subject to a quota starting at zero in the first year and increasing by one million pounds each year for the following three years.
This measure targets PSF less than 3.3 decitex (three denier) in diameter, uncarded or uncombed, and used in products like yarn, apparel, non-woven fabrics, and upholstery. Exemptions apply to imports from Canada, Mexico, and specific trade agreement partners, provided conditions are met.
US opted against a tariff-rate quota to balance the interests of domestic fiber producers with the needs of downstream industries, including textile and defense product manufacturers reliant on fine denier PSF. This safeguard seeks to stabilize the domestic market while minimizing disruption to dependent sectors.
