Euratex applauds EU customs reform plans, calls for faster action on de minimis loophole

The European textile and clothing industry association, Euratex, has expressed strong support for the proposed reforms to the European Union's customs system. Euratex emphasizes the need for a modernized framework that can address the challenges posed by the digital age and ensure a level playing field for all businesses.

"Customs play a critical role in safeguarding fair competition within the EU Single Market and ensuring that products meet our environmental and safety standards," stated Dirk Vantyghem, Director General of Euratex. "We recognize the urgent need for a reformed system adapted to the 21st century, especially considering the surge of e-commerce and the increasingly complex regulatory landscape."

Euratex outlined several key priorities for a successful reform:

Eliminating the de minimis exemption: Euratex strongly advocates abolishing the current €150 import duty exemption for small parcels. The organization argues that this exemption has been exploited by e-commerce companies, creating an unfair advantage over European manufacturers. Euratex urges policymakers to take immediate action to eliminate this loophole, rather than waiting until the proposed 2028 deadline.

Harmonization and streamlining: The association calls for a unified customs regime across the EU. This would involve simplified procedures and reduced administrative burdens for businesses, particularly Small and Medium-sized Enterprises (SMEs). Euratex emphasizes the importance of avoiding duplication of efforts and ensuring seamless interoperability between different customs information systems.

Data security and transparency: Euratex highlights the importance of robust data security measures within the proposed EU Data Hub. Clear regulations on data access, ownership, and cybersecurity safeguards are essential. The organization stresses the need for open collaboration between industry and policymakers to design a Data Hub that functions optimally.

Effective implementation of Trust & Check Trader (T&CT): The T&CT program offers potential benefits for companies through features like self-assessment. However, Euratex raises concerns regarding practical implementation, particularly for SMEs that already struggle to obtain existing simplified procedures.

The proposed EU customs reforms aim to create a more efficient and secure system for the 21st century. Euratex's support is conditional upon addressing the de minimis loophole and ensuring a smoother transition for businesses, especially SMEs, navigating the new customs landscape.
